The Homeless Youth Capacity Building Project

Building on HYP research, The John Burton Foundation for Children Without Homes and the California Coalition for Youth launched a major initiative in 2009 to address the disparity of services provided to youth throughout California.

This two-year project, funded by the U.S. Dept. of Health and Human Services, reduces homelessness among youth ages 16-24 by organizing nonprofit homeless youth providers to advocate for better local, state and federal policies, and by expanding their organizational capacity to create an effective statewide network.

Current Activities

The project continues to share information and discuss project activities with homeless youth service providers, youth, researchers, and other stakeholders. These events provide a unique opportunity for participants working with the homeless youth population to meet and discuss policy issues.
  • The HYP continues to present survey findings from our key report, Voices from the Street: A Survey of Homeless Youth by Their Peers, and other information at public policy forums, conferences and special events. Our documentary, Voices from the Street: Homeless Youth Speak Out on State Policy remains a popular education tool in university classrooms and at community events.
  • The project team is currently focused on developing a number of special topic reports. Topics include immigrant and undocumented homeless youth, and HIV-risk among youth experiencing homelessness (both are expected to be released summer 2013).
  • The HYP recently partnered with the Senate Office of Research and legislative staff on efforts to create a statewide plan to prevent and end youth homelessness in California.
    • On January 8th, 2013, Senator Carol Liu (D-La Cañada-Flintridge) hosted a press conference at the State Capitol to officially release a new strategic plan for California by the Homeless Youth Project. More Than a Roof: How California Can End Youth Homelessness, provides policy solutions to address youth homelessness in the state and recommends action steps for state and local policymakers, service providers, and government agencies. Senator Liu discussed her plans for upcoming legislation, and current and former homeless shared their ideas for ending youth homelessness. This was followed by a screening of "Voices from the Street" a 30-minute film highlighting California homeless youth speaking out on state policy.
